General Provisions

1.) General provisions

Every participant of the 47th World Cycling Cup 2019 takes part at their own risk. The road traffic regulations have to be followed strictly and the organizer is refusing liability and responsibility for any contraventions and the ensuing consequences.

2.) Authorised to start:

A.) at all races of the 47th World Cycling Week 2019

c.) Juniors female (in case of low participation they start with U-17)

e.) Amateurs
f.) Elite-U-23*
g.) Juniors male (in case of low participation they start with Amateurs and U-23*)
h.) Austrian Elite-U-23* who have not achieved 50 points in the national cycling league before the start of the World Cycling Week 2019

j.) Hobby 5 - 1

B.) at prologue, two street races and the single time trial

3.) Obligation to wear helmets

During the whole race the wearing of homologated hard shell helmets is obligatory.

4.) Time trial bikes

Time trial bikes are only allowed for time trial disciplines in those categories which are designated in the race regulations. They must not be used at any other time. Not even for the prologue.

5.) Time trial disciplines:

Accompanying vehicles, like in all other races of the Hartbergerland World Cycling Week 2019, are not allowed!
ATTENTION: The warm up, arrival and departure with the bike on the race track is prohibited. Crossing the centre line of the road is considered to be leaving the race track. All of the above as well as all behaviour posing a risk to others will be sanctioned with immediate disqualification.

6.) Race regulations

The regulations of the Austrian Cycling Union (ÖRV) and of the international Cycling Union (UCI) have to be followed strictly during the whole race and any contraventions will be sanctioned rigorously according to Art. 12 of the ÖRV.-WFB.

7.) Morphological reasons

Morphological reasons cannot be claimed at this event. A permission from the ÖRV is necessary if you require special settings for your bike. Time trail machines which have a distance of 50 mm from the top of the saddle to the axle bearing center or the end of the mudcap charge must not exceed 750 mm. For athletes 190 cm tall or taller the horizontal distance of the vertical line of the bottom bracket axis and the outermost end of the handlebar can be elongated to 85 cm. An exception can only be made once. Either the time trial attachment can be moved forward or the saddle. The maximum tilt of the saddle must not exceed 9 degrees, including the allowed limit of tolerance.

8.) Support vehicles

During the entire World Cycling Week, from the 14th to the 18th of August 2019 no support vehicles will be allowed due to traffic and governmental reasons. However, helpers will be permitted to stay in neuralgic spots along the route and give technical support in accordance with race regulations. If support vehicles are noticed on the track during the race, the athlete will be sanctioned and disqualified.

9.) Overall winner

Each category will have an overall winner at the end of the World Cycling Week 2019. The overall winner is the athlete with the shortest overall racing time in all races. If there are some athletes with the same overall racing time, the milliseconds of the single time trial will be counted and then of the mountain sprint. If there still isn't a clear winner, the best rankings of the relevant races will be counted.

10.) Medical controls

During the entire event of the 47th FIS RSC World Cycling Week from the 14th to the 18th of Augsut 2019, a medical control center will be located at the Stadtwerke-Hartberg-Halle (GPS-data: 47.2785°N 15.9748°E) . In case of doping controls, the athlete concerned has to come to the Stadtwerke-Hartberg-Halle with his license and accompanied by a competent chaperone.

11.) Race office

The race office is located at the tourist information office (Alleegasse 6, 8230 Hartberg, GPS-data: 47.281934°N 15.969790°E) in the town center of Hartberg and will be open daily during the Hartbergerland World Cycling Week 2019. The following opening times apply:

b.)Thursday, 15.08.2019, 8 am - 1 pm & 4 pm - 6 pm
c.) Friday, 16.08.2019, 8 am - 1 pm & 4 pm - 6 pm
d.) Saturday, 17.08.2019, 9 am - 1 pm & 3 pm - 6 pm
e.) Sunday, 18.08.2019, 7 am - 3.30 pm (chip return)

12.) Winners ceremony

Please learn from the racing programme where the different ceremonies will take place.

13.) Missing the winners ceremony

Every athlete, who is not at the winners ceremony on time, will lose their claim to the prize after the third time being called to the pedestal. In exceptional cases, the organizer is allowed to give the price to a representative or to hand over the prize at a later date.

14.) Recommendations for clothing

The organizers would like to ask that the athletes wear the clothes of their cycling club or union at the winners ceremony. The wearing of track jackets with cycling trousers or track suits is allowed. The leading athletes should wear the winning yellow jerseys at the winners ceremonies the next day and during the races.

15.) Additional Service

Scales and monitoring devices for your bike will be provided by the organizers and the LRV-Styria. Every athlete can voluntarily check their bike for regulations conformity 30 to 15 minutes prior to their racing start in the presence of qualified staff.

16.) Attendance at the start

All athletes have to be at the start 15 minutes before their starting time because at the prologue and the single time trial discipline, the individual categories will start one after the other with a short obligatory break. Additionally, prior to every race technical controls are conducted meaning that the bikes will at least be weighed.

17.) Late entries

Entry stop for all races is the Wednesday, 7th of August 2019. On principal all entries must be made before the official entry stop to ensure that the competitor list is correct and ready in time. On the first racing day, Wednesday, 14th of August 2019, no late entries will be accepted for the prologue. From the 9th of August (6 pm) onwards all entries will be considered late entries.

18.) Obligations of a race participant

Every athlete who ends their race for whatever reason or happens to be disqualified must immediately remove the number on their back, the frame number and the transponder. They must inform the next available race chief or race commissioner about quitting. They will be rated with the racing time of the last one in their categorie which will influence their overall ranking. This is also the case if you do not partake in the prologue or the circuit race. The return of the equipment you received from the race office is only necessary if you drop out of the World Cycling Week all together.

19.) Gear ratio monitoring

The male and female junior winners must undergo a gear ratio control immediately after the race. It is important that juniors arrive 15 minutes prior to their starting time because the gear ratio controls can take place before the race as is the case with the circuit race and the singel time trial.

20.) Masters Women I - Juniors female

Juniors female may start with Masters Women I. Juniors will receive a prize according to the rank achieved.

21.) Amateurs – Master:

Foreign athletes, who got an Amateur-Masters-License from their national cycling union, are free to choose their category. However, to be allowed to start in Master I, the athlete's age has to be older than 40 years. If any cycling union defined an athlete as a Master, the athlete has to start in that category. The choice of category you make when registering is binding for all subsequent races.

22.) Amateurs - U-23*:

Only U-23*-athletes belonging to domestic unions are permitted to start with the amateurs and will receive a prize according to the rank achieved, provided that they do not belong to a national, continental or UCI Team and that they have not achieved 50 points in the national cycling league. Juniors are also eligible to start in this category.

23.) Regulatory Requirements

It was ordered by the traffic authority Hartberg-Fürstenfeld that there will be no category separation for the racing start intervals because the savety of the athletes could not be sufficiently guaranteed

24.) Instructions

All instructions given by the police, the fire department, security personnel, the MR.-commisioners and the racing officials are to be followed strictly. It is explicitly forbidden to damage, climb on, cross, move or remove barriers.

25.) Environmental protection regulations

Discarding waste of any kind like plastic bottles or packaging and relieving oneself is strictly prohibited at the start, the finish and along the route. There are designated areas and facilities for that.

26.) Insurance

Neither the organizers nor the employee team of the Hartbergerland World Cycling Week 2019 can be held liable for any damages, accidents or injuries sustained or the consequences for third parties involved. Therefore we strongly advise that athletes take out an appropriate insurance.

27.) ÖRV-Bike-Card
The ÖRV-Bike-Card insures all non-licensed hobby athletes regardless of their nationality. It provides protection all year round and is valid throughout Austria. The card can be ordered and purchased online at www.radsportverband.at

28.) Data protections regulations

Due to the new edition of the basic data protection regulation issued on 25 May 2018, the organizer and the entire team will adopt this regulation, so that only race-related data will be published and, as provided for in the regulations, a contract for processing orders will be concluded with the results evaluator, which will be brought to the attention of the athletes in writing.

29.) Acceptance of terms and conditions

With the acceptance of the terms of participation as well as the exceptional provisions and with the signing for the receipt of the racing equipment the athlete explicitly accepts that terms and conditions must be followed strictly and that any violation and subsequent consequences are the sole responsibility of the participant. Photos, videos and films about the event and its participants are obligatory and are subject to being published in the different branches of local, regional and national media, television, the internet and social media.

30.) Individual time trial: Warming up, starting and stopping on the race track, crossing the middle line, which is equated with leaving the race track and poses a danger to the race participants, will be sanctioned with immediate disqualification in the time trial competition and in the overall classification. The starting order at the EZF. will be determined according to the overall individual scores of each category and the starting list. Athletes who compete in the EZF. will first start in 30-second intervals, then the last placed athlete up to the first of the respective overall standings, i.e. in a reversed order of results, so that the overall leader of each category class has to start the race at the end in minute intervals according to the given start list times.

31.) Overall winner: In all eligible category classes, there is an overall winner after the end of all races and this is the one or the other who has completed all races in the fastest overall driving time. If the total driving time is the same, the fractions of a second count in the individual time trial in the mountain sprint race and if there are still class winners at the same time afterwards, the best placings of all race results will be used for the respective class overall classification, whereby the same also applies for all junior categories in the 3 races for the two classifications.
